MALIBU—The city of Malibu announced that on Monday, December 8, they our encouraging members of the community to “gather in gratitude, reflection, and remembrance of all we’ve overcome together” as the one-year anniversary of the Franklin Fire approaches.

The event will be transpired at Malibu City Hall at 5:30 p.m. Individuals can attend in person or watch the meeting live on YouTube: https://www.youtube.com/@CityofMalibu/streams.

“The anniversary of the Franklin Fire is an opportunity to acknowledge the hardship our community has endured and lean into the strength that continues to carry us forward,” said Mayor Marianne Riggins. “We encourage residents to join us as we honor our past and look ahead to the future we are building together.”

Mayor Riggins and Mayor Pro Tem Bruce Silverstein will share brief remarks to begin the program. Santa Monica will present certificates to key partners who supported the fire response, including regional fire agencies, law enforcement, Arson Watch, the Fire Brigade, Volunteers on Patrol, and the City of Calabasas.

SANTA MONICA—On Tuesday, December 2, the Malibu Education Foundation announced that the Santa Monica-Malibu Unified School District (SMMUSD) voted unanimously in support of Malibu becoming its own entity, Malibu Independent School District.

The SMMUSD held a special Board of Education meeting on Monday, December 1, from 5-8 p.m. at the SMMUSD District Office located at 1717 4th Street in Santa Monica.

The purpose of the meeting was to come to an agreement on three key elements; financial, operational, and the governing framework needed to separate the two currently adjoined school districts. The Malibu meeting is scheduled for after the SMMUSD meeting.

According to the city of Malibu, the three governments include Property Tax Revenue Sharing Agreement, outlining how property tax revenues will be allocated; the Operational Transfer Agreement, which details the transition of staffing each facility involved, services, Joint Powers Agreement, and shared oversight during the transition.

Santa Monica and Malibu leadership both publicly shared interest in two separate, quality school districts.

Both pros and cons have been posted on X and other social media sites. Posts and accusations that the schools are participating in “segregation in 2025,” have been unfounded thus far.

“The Santa Monica-Malibu Unified School District (SMMUSD) and the City of Malibu are advancing a major milestone in the effort to create two independent school districts; the Malibu Unified School District (MUSD) and the Santa Monica Unified School District (SMUSD). Both SMMMUSD and the City of Malibu remain committed to equity, fairness and ensuring high-quality education for students in both future districts.”

The proposal to separate Santa Monica and Malibu into two separate school districts was passed in late November.

MALIBU—The city of Malibu is asking for the public’s feedback on its Evacuation Plan. On Monday, December 1, the city released a survey for individuals to share their thoughts on improving evacuation routes, alerts and transportation options.

MALIBU—On Monday, December 1, the city of Malibu posted on its Facebook page details about work that Caltrans will be conducting in the region, which will run thru Sunday, December 7 for fire recovery, SCE work and repairs on Pacific Coast Highway and Topanga Canyon.

PCH from Temescal Canyon Road in Pacific Palisades to Carbon Beach Terrace in Malibu remains an active work zone with reduced speeds (25–35 mph) and single-lane closures possible weekdays 9 a.m.–3 p.m. Potential Lane closures include:

-Trancas Canyon Road to Guernsey Avenue and Corral Canyon Bridge—possible nighttime closures.

-South of Las Flores Canyon Road to Sunset Boulevard: Fire-damaged roadway, drainage, electrical, and slope repairs; lane closures as needed 9 p.m.–6 a.m.

-Just south of Big Rock Drive: Catchment wall construction; northbound reduced to one lane 9 a.m.–3 p.m. Mon–Fri.

-Las Flores Canyon to Topanga Canyon Boulevard: SCE trenching; northbound and southbound PCH partially closed weekdays, weekends, and nightly.

-Just south of Topanga Canyon Boulevard: Slope repair and culvert cleanup; northbound reduced 6 a.m.–3 p.m. weekdays.

-Coastline Drive to Porto Marina Way: Retaining wall work near Getty Villa; northbound reduced 9 a.m.–3 p.m. weekdays.

-Topanga Canyon Boulevard from PCH to Grand View Dr remains closed midnight–5 a.m. daily with one-way traffic control for emergency and SCE work 5 a.m.–midnight.

-(Non-fire related) – PCH at Corral Canyon Rd will be reduced to one lane in each direction Wednesday night December 3 and Thursday night December 4, 8 p.m. to 6 a.m. for drainage work.

-Closures are weather-dependent and may change. Motorists should expect delays and consider alternate routes and check Caltrans QuickMap https://quickmap.dot.ca.gov/.

MALIBU—On November 24, the city of Malibu Department of Development reported that the Free Rain Barrel project was a success. A total of 150 Free Rain Barrels were given away to 89 families. The water conservation project was a joint effort with the West Basin Municipal Water District.

According to the West Basin Municipal Water District newsletter, the Free Rain Barrel giveaway provides 1,500 free rain barrels annually which has the potential to save 650 gallons of water per year. The rainwater collected is not intended for human consumption. Its for keeping the lawn and gardens watered without having to turn on the faucet. It saves water, and it saves families money by lowering their water bills.

The gift of a free water barrel saved the recipients the additional cost of the barrels. Rain barrels from local hardware stores can cost anywhere from $60-$135 each.

Under California Governor Gavin Newsom, the state has endured water shortages, and water rationing in recent years leaving some fire hydrants at risk of running dry.

As the Los Angeles Fire Department continues to remind people, keeping the land moist and rid of debris lowers the risks of more wildfires in the state.

MALIBU—On November 24, the city of Malibu announced that residents are asked to join the city and Caltrans for the in-person community meeting on Tuesday, December 2 at 5:30 p.m. at Malibu City Hall to learn about and share feedback on the PCH Quick-Build Roundabouts Project at El Matador State Beach and Encinal Canyon Road.

The project was identified as part of the 2015 Pacific Coast Highway (PCH) Safety Study that was accepted by the Malibu City Council on June 22, 2015, for implementation. The comprehensive traffic safety study was completed in collaboration between several agencies and organizations. The study examined road conditions, determined accident patterns, assessed traffic conflicts, and developed strategies to improve safety on PCH corridor in Malibu.

The purpose of the project is to improve the safety and operations of Pacific Coast Highway by placing the roundabouts at the intersections of Encinal Canyon Road and El Matador State Beach to improve safety through reducing vehicular speeds, enabling safe conditions for parking and pedestrian crossings, improving visibility, and providing pedestrian refuge.

The project aims to decrease speeds, improve safety for drivers, cyclists, and pedestrians, and make crossings safer near El Matador and Encinal Canyon. These locations were identified in the 2015 Pacific Coast Highway Safety Study, which examined collision data, traffic patterns, and pedestrian conflicts throughout the Malibu corridor. Construction is expected to start in early 2026.

MALIBU—Libby Adame, 55, who resides in Riverside County, is an unlicensed cosmetologist.  On Wednesday, November 5, she was sentenced for performing an unlicensed cosmetic procedure that caused the death of a woman.

Adame has been sentenced to 15 years to life in prison.  She was charged with second-degree murder and practicing medicine without a license, and in October, she was found guilty.

The name of Adame’s sole victim is Cindyanne Santangelo.  She was a professional dancer and actress.  She died in March at her home.  Cindyanne Santangelo died from a silicone embolism.  The cause of this was silicone oil that was injected into her rear, and, unknown to her, it migrated from the spot where it had been injected to her bloodstream, and then the oil spread into her lungs. There, the oil caused a silicone embolism, which prevented her lungs from being able to supply oxygen to her body.  It became difficult to breathe.  Afterwards, she died.

Santangelo lived in Malibu.  She died on March 24 at the age of 58. During her acting career, she appeared in guest roles on the television shows “Married… with Children,” “E.R.” and “CSI: Miami.”

Libby Adame was at Cindyanne Santangelo’s house when she died.  However, Adame’s lawyers disputed the charges against her while in court and claimed that she was there to perform a consultation with the actress and did not perform he procedure.

In 2024, Libby Adame was convicted of involuntary manslaughter along with her daughter, Alicia Galaz, for illegally injecting silicone into Karissa Rajpaul. She died from an embolism.

In this case, both Adame and her daughter were sentenced to prison.  However, a judge later ordered that both of them be released as the judge believed that they had already completed their required prison time, while they were forced to wear electronic monitoring devices.

MALIBU—On Friday, November 14, authorities announced that they found a man from Malibu who went missing from the Malibu-Calabasas area on July 13. David was last seen on July 15, 2025, at 1:18 p.m.

David Marchesano, 41, went missing with his son Jackson, 11. According to the Los Angeles County Sheriff’s Department, when the disappeared they were driving a white 2014 Volkswagen Passat. Marchesano suffers from a mental health condition.

Jackson was found on Wednesday, November 12, as well as the missing car.

No details have been provided by the authorities about where father or son were found or where the car was found.

MALIBU—The city of Malibu posted on its Facebook page on Sunday, November 16, that some meetings and events at Malibu City Hall have been rescheduled or moved as a result of the heavy rains and flooding from the storms that transpired over the weekend. There was unforeseen water damage at Malibu City Hall that occurred during the storm on Saturday, November 15.

Postponed events will be rescheduled as quickly as possible, with details posted on the city website calendar, and agendacenter at www.malibucity.org/agendacenter, via e-notifications and on social media. We apologize for the inconvenience.

Postponed, Changed, and/or Relocated Events at City Hall:

• The opening reception of “Land, Water, Spirit” art exhibition scheduled for November for 16 is postponed.

• The Senior Center, including the Computer Lab, is closed until further notice.

• All Senior Center classes and events during the week of November 17 – 21 have been moved to the Michael Landon Center at Malibu Bluffs Park for the same times as scheduled.

The public and drivers were warned to expect ongoing rocks and debris in the canyons and flooding along PCH, and lane or road closures for debris removal. City Public Works crews are clearing debris at numerous locations and continue to monitor critical infrastructure and roadways.

MALIBU—On Monday, November 10, the Los Angeles County District Attorney’s Office disclosed that a Los Angeles federal jury found five MS-13 Los Angeles gang members guilty in a racketeering case, including a string of killings in the Angeles National Forest and shootings that occurred in the San Fernando Valley from 2017 to 2019. LADA’s Deputy District Attorney Eric Siddall served as a Special Assistant U.S. Attorney in the case.

Following a nine-week trial, the jury found the following defendants from Los Angeles guilty of racketeering acts, including murder, extortion, and narcotics trafficking:

-Walter Chavez-Larin (MS-13 Fulton clique): one count of conspiracy to violate the RICO Act and two counts of violent crimes in aid of racketeering murder

-Edwin Martinez (MS-13 Fulton clique): one count of conspiracy to violate the RICO Act and three counts of violent crimes in aid of racketeering murder

-Roberto Corado Ortiz (MS-13 Directos Locos): one count of conspiracy to violate the RICO Act and two counts of violent crimes in aid of racketeering murder

-Erick Rosales Arias (MS-13 Directos Locos): one count of violent crimes in aid of racketeering murder

-Bryan Rosales Arias (Directos Locos): one count of violent crimes in aid of racketeering murder

Several killings started in 2017 and took place in North Hollywood, the Malibu Hills, and the Angeles National Forest.

In 2017, gang members abducted, tortured and murdered the victims in a ritualistic manner to elevate their membership status.

United States District Judge Otis D. Wright II scheduled sentencing hearings for July 2026. The defendants face a mandatory sentence of life in federal prison. These convictions follow years of investigation by the Los Angeles Metropolitan Task Force on Violent Gangs, a joint effort between the Los Angeles County Sheriff’s Department, the Los Angeles Police Department, and the Federal Bureau of Investigation.

MALIBU—The city of Malibu announced on Monday, November 10 that Christopher J. Smith was appointed as Interim Assistant City Manager, bringing experience in coastal city management, strategic planning, and public service innovation to the organization.

“Christopher brings deep leadership experience, a collaborative approach, and a clear commitment to public service,” said Mayor Marianne Riggins. “His proven track record in effective city management and innovation will be a tremendous asset as Malibu continues the fire rebuild and recovery effort and strengthens its operations and deliver exceptional services to our community.”

Smith joins Malibu after a 14-year career with the city of Santa Monica, where he served in multiple leadership roles, including Deputy City Manager, Chief of Staff, and Acting Chief Information Officer. He also served as Santa Monica’s LGBTQ+ Liaison, leading community engagement and inclusion initiatives.

Before working in the city of Santa Monica, Smith spent a decade with the Judicial Council of California, where he led statewide court technology strategic planning and policy development to expand electronic filing and access services. He holds a master’s degree in public administration from California State University, Long Beach.

As Interim Assistant City Manager, Smith will support the City Manager in overseeing daily operations, managing key departments including Finance, Human Resources, and Information Technology, and coordinating major citywide initiatives. He will also serve as Acting City Manager in the City Manager’s absence.

“I am honored to join the Malibu team and to serve this remarkable community,” said Christopher Smith. “Malibu represents resilience, beauty, and civic pride. I look forward to supporting the Council’s goals, empowering staff, and working closely with residents to ensure that our local government continues to reflect the community’s values and priorities.”

MALIBU—On November 4, the Los Angeles Sheriff’s Department Lost Hills Station indicated that an arrest was made on October 22 related to a reckless driver on a minibike.

On October 22, at approximately 4 p.m., a deputy was patrolling in the area of Cross Creek Road and Civic Center Way in Malibu.

The deputy spotted a person on a minibike doing wheelies down the center median passing several vehicles. The deputy followed as the minibike pulled into a parking lot.

The driver was arrested for Reckless Driving and Driving without a Motorcycle License and the minibike was impounded for 30 days. The name and age of the driver have not been disclosed to the public.

MALIBU—The city of Malibu will be hosting the 26th Annual Veterans Day Ceremony to honor the men and women who served in the U.S. Armed Forces. The event is a partnership hosted with the Malibu Navy League, Pepperdine University, and the Malibu Association of Realtors, Tuesday, November 11, at 11 a.m. at Malibu City Hall (23825 Stuart Ranch Road). The event is free to attend; no RSVPs are needed.

The theme for 2025 is “Veterans: Stronger Together, United We Stand,” celebrates the strength, unity, and sacrifice of veterans and their families. The program includes a color guard, guest speaker, and musical performances by the Pepperdine University Choir, along with stories shared by local veterans.

Following the ceremony, attendees are invited to enjoy refreshments from 12:30 to 1:30 p.m. at Malibu City Hall.

Malibu’s Veterans Day Ceremony remains a community tradition, bringing residents together in gratitude and remembrance for those who have served.

MALIBU—On Sunday, November 2, the Los Angeles Sheriff’s Department Malibu Search and Rescue Team announced that at 7:30 a.m. rescuers from LA County Fire, California Highway Patrol, Los Angeles Sheriff’s Department, McCormick Ambulance and California State Park Rangers responded to a vehicle over the side on Malibu Canyon.

Rescuers determined there was one patient, a female in her 30s. After extrication, the victim was flown by Los Angeles County Fire Copter 21 to a local trauma center for evaluation and treatment of her injuries. No additional details about the incident or cause of the crash have been disclosed to the public.

MALIBU—On Monday, October 27, the Malibu City Council unanimously approved Ordinance No. 527, which designates all of Malibu as a Very High Fire Hazard Severity Zone.

The city ordinance replaces a 2006 ordinance. In addition, the updating of the city fire designations under Ordinance No. 527 is based on the 2025 Local Responsibility Area Fire Hazard Severity Zone Map released by the State Fire Marshal in March of 2025.

Ordinance No. 527 not only demonstrates the city of Malibu’s vulnerability to fire threats but gives the Malibu City Council the legal authority to enact more stringent fire regulations in dangerous areas of the city.

The ordinance takes effect 30 days after it is adopted by the city council, and it will also be submitted to the State Board of Forestry and Fire Protection during the next month, in compliance with state law.
