The LAPD reported at 3:50 a.m., officers from the Wilshire Area responded to a call of an ambulance shooting at 3rd Street and Orlando Avenue. After arriving on the scene, officers found three victims who were shot. Victim 1, a 17-year-old male, was pronounced dead at the scene by Los Angeles Fire Department Personnel. Victim 2, a 17-year-old male, and Victim 3, a 26-year-old male, were taken to Cedars-Sinai Medical Center, by Los Angeles Fire Department Personnel for medical treatment and are listed in stable condition. The name of the deceased has not been disclosed to the public.

Authorities have described the suspect as a Black male, who was last seen traveling southbound on Orlando Avenue from 3^rd Street on foot.

As part of Providence St. John’s Community Health Program, trained community health workers will be available to meet in person with community members at the Park Center Building at Virginia Avenue Park on the first Tuesday of the month from 11:30 a.m. to 7 p.m., and the second, third, and fourth Tuesdays of the month from 9:30 a.m. to 5 p.m.

The trained Providence St. John’s staff will assist with enrollment in CalFresh, the State of California’s food subsidy program developed to expand nutrition through access to healthy foods. Staff will help community members navigate enrollment and questions for MediCal and Medicare.

Eskandari currently serves as the City’s Deputy Building Official, managing plan review and building inspection services.  He assumes the role held by former CBO David Yelton who retired last week after 25 years of service to the Beverly Hills community.

As units were responding, an additional radio call in the area was broadcast of an ‘Assault with a Deadly Weapon Suspect There Now,’ with a similar suspect description. After arriving on the scene, officers observed the suspect, later identified as Isaac Zamost, 25, in the middle of the roadway, not wearing a shirt and with blood on his chest, abdomen and wrists. The officers spotted that Zamost had three taser darts embedded in his chest and abdomen.

Officers ordered Zamost, who appeared to be suffering from a mental illness, to stop walking toward them and to place his hands on their police vehicle or he would be tased. The suspect continued walking aggressively towards the officers, resulting in one officer discharging a Taser in the probe mode, striking Zamost, who immediately fell onto the roadway.

Zamost stood up and again walked toward the officers, resulting in a second Taser probe mode deployment which struck him and he immediately fell onto the roadway, striking the back of his head on the pavement. Officers handcuffed Zamost and took him into custody without further incident.

A Los Angeles Fire Department rescue ambulance arrived at scene, treated, and transported the suspect to a local hospital. He was admitted into the hospital for injuries sustained during the incident and additional medical testing.

The preliminary investigation revealed that prior to the officers’ arrival; Zamost was involved in an altercation with a citizen, which resulted in him being tased by the citizen.

No officers were injured during the incident. Detectives from Force Investigation Division (FID) responded to the scene and are investigating this incident.

-Becoming one of the country’s first municipal transit agencies to convert its entire fleet to renewable natural gas (RNG), rated 90 percent cleaner than clean diesel, in 2015.

-Completing an award-winning transit system redesign in 2016, resulting in six new bus routes; 53,000 additional annual revenue service hours; construction of over 230 Americans with Disabilities Act-accessible bus stops, and first-last mile improvements through integration with seven E Line (Expo) stations.

-Partnering with rideshare company Lyft to launch Santa Monica’s Mobility On-Demand Every Day (MODE) Program, which has provided nearly 200,000 sedan and wheelchair van rides to eligible residents since its inception in 2018.

-Introducing Big Blue Bus’s first battery-electric bus in 2019, and establishing a Fleet Electrification Master Plan, which outlines the agency’s transition to a 100 percent zero-emissions fleet by 2030.

-Expanding Santa Monica’s bikeway network to over 120 miles and implementing pedestrian access and safety improvements along high-traffic corridors in Santa Monica, including Olympic Boulevard, Ocean Avenue, and Wilshire Boulevard, and at Vision Zero Priority Intersections.

-Maintaining and operating 5,600 on-street parking meters and 46 parking facilities in Santa Monica.

Created in 1996, Team Beverly Hills provides residents with a hands-on look at the operations of local government.  This program includes a variety of class sessions and includes interactive experiences with various departments. Program participants explore the behind-the-scenes operations of Beverly Hills including Public Works, Emergency Management, Information Technology, Community Services and Public Safety. At least 750 residents have completed Team Beverly Hills and over 70 percent of all current elected officials and City Commissioners are Team BH alumni.

The Team Beverly Hills program will select 50 residents (30 appointed by the Beverly Hills City Council, 18 selected by a random lottery, and two selected by the Beverly Hills Unified School District) for its upcoming class. Five representatives from the city’s business community (appointed by the BH City Council) will also be selected for the program, which kicks off later this year.

Objectives from Team BH include the following:

-To build a resource of involved community members for future Commissions, committees, programs, and projects for the benefit of the Beverly Hills community.

-To develop, nurture, and utilize leadership potential within the community.

-To familiarize community members with all aspects of government, business, education, and service industries.

“Malibu is vulnerable to many kinds of disasters from wildfires to earthquakes and tsunamis, so it’s our responsibility to be prepared, and the best time to get started is right now,” said Mayor Bruce Silverstein. “I urge every resident, employee, student and business owner in Malibu to join us for the Public Safety Expo to learn how to make a plan and gather supplies so our whole community can be ready and resilient.”

The free event is part of Malibu’s ongoing efforts to help the community be more prepared for wildfires, earthquakes, floods, landslides and any other disasters that nature might bring.

The Los Angeles County Fire Department will provide a presentation about new brush clearance regulations, and the California Department of Insurance will give a presentation on wildfire insurance issues from 12 p.m. to 1 p.m. in the City Council Chambers. The presentations will be recorded and will be made available to watch on the city of Malibu website and social media.

-New Brush Clearance Regulations – Ron Durbin from the Los Angeles County Fire Department Forestry Division will be speaking on AB 3074, approved by the governor on September 29, 2020, establishes Zone 0, a 5-foot Ember Resistant Zone that may require removal of all flammable materials within five feet of any structure.

-Wildfire Insurance Issues – Armine Sargsyan, the Community Relations Outreach Analyst from the California Department of Insurance, will be speaking and answering questions on insurance issues that affect homeowners in the Very High Fire Safety Severity Zone, which encompasses all of Malibu.

Public Safety Responder Appreciation Day – The event will be a celebration of “Public Safety Responder Appreciation Day in Malibu.” To honor law enforcement and firefighting personnel, as well as the many public safety volunteers including Community Emergency Response Team (CERT), Sheriff’s Volunteers on Patrol and Arson Watch, the community is invited to come and show their appreciation by signing a special thank you book that will be presented to each group.

According to a press release from the city of Malibu, the organic Waste Recycling Program helps Malibu fulfill its commitment as a community to be part of the efforts to address climate change and protect the environment. The virtual workshops are meant to help residents properly separate their organic waste and learn about the importance of organics recycling.

During the virtual training, individuals will learn:

-Why the City’s mandatory Organics Recycling Program is so important for the environment

-How to separate and recycle organic waste to avoid contamination of the waste streams

-The difference between organic and yard waste

Malibu received state SB 1383 Local Assistance Grant Program funds to help implement its Organic Waste Recycling Program.

The city created a free Zero Waste Guide to help residents learn how to sort their food scraps based on their hauler’s requirements. The guide is available on the website. .

The victim was a tourist from Mexico, who informed the officers that about 10 minutes prior, a male suspect approached the victim and grabbed her breast. The suspect, later identified as Johnathan Peck, 25, continued walking past the victim, but stayed in the region.

After the victim told her friend what happened, the friend approached the Peck and confronted him about the sexual assault. Peck responded by using a large, sharpened stick to stab the friend (victim 2) in the face and neck.

The suspect fled the scene, but was quickly apprehended by additional officers to the Pier. While they were conducting their investigation, officers learned that Peck was responsible for an additional assault that occurred shortly before the one described above. Peck attacked another female, grabbing her breasts, and another male victim who was also stabbed with the stick.

Two of the victims requiring medical attention were transported to local hospitals and treated for minor injuries. Details on the current condition of the victims have not been disclosed to the public. No additional information about the incident has been disclosed by the SMPD.

On Monday, May 15, at 2 pm, the SMPD received a 911 call of an armed robbery that just occurred near the intersection of 3rd Street and Idaho Avenue. The victim, a delivery driver, was threatened by two suspects, one of whom brandished a firearm and pointed it at the driver during the theft.

About 20 minutes later, authorities received a call of shots fired in the 800 block of 2nd Street. Officers in the area investigating the robbery discovered that the second call was an accidental discharge of a firearm by one of the suspects involved in the incident at 3rd and Idaho Ave. The injured suspect shot himself in the hand while inside a residence. Officers responding to the shots fired call located the two robbery suspects inside the residence; both who were juveniles.

The uninjured youth, a resident of Santa Monica, was booked at the Santa Monica Police Department and transported to juvenile hall. The injured suspect was transported to the hospital for treatment. He was released from the hospital the next day, booked at the SMPD, and transported to juvenile hall.

Subsequent investigation of the incidents tied the two youth to multiple additional crimes that occurred in the area over the past few months, including residential and vehicle burglaries, auto theft, and a stabbing. They have both been charged with the robbery. Additional charges are pending for both suspects.

He currently serves as the City’s Community Preservation Manager overseeing compliance with various property maintenance, land use, building, health and safety regulations. As Deputy Director, he will administer and enforce the City’s Rent Stabilization Ordinance.

He started working for the city of Beverly Hills in 1998 as a Building Systems Technician before shifting to Code Enforcement Officer in 2000. He was later named manager of the division in 2008. He has worked to expand the service and program operations to seven days a week. Otazu has managed and administered rent stabilization codes and tenant and landlord processes.

In the year 2017, he started an active role with Beverly Hills leaders in the implementation, rollout and development of the new Rent Stabilization Program and rent registry.

West Hollywood invites and encourages artists and organizations representing diverse populations and diverse artistic disciplines to apply for these grants. As defined in the City’s Cultural Equity Statement, diversity includes all ways in which people differ, including but not limited to, race, ethnicity, gender, socioeconomic status, education, age, gender identity, gender expression, sexual orientation, ability, geography, citizenship status, religion, language, physical appearance, and the intersection of these various identities. The city is committed to ensuring cultural equity in all arts policies and practices.

The arts grants categories with open application processes for 2024 are as follows:

-Arts Project Grant — Supports the production, performance, or presentation of art projects that take place in the City of West Hollywood and that serve the West Hollywood community. The proposed projects should take place in the City of West Hollywood in 2024 and 2025. Proposed presentations may include, but are not limited to: comedy show, dance performance, drag performance, film screening, fine art exhibit, music presentation, poetry reading, and theatre presentation. The Arts Project Grant category is a match grant (a match grant requires that for every dollar requested from the funding source, the equal amount is matched – through in-kind donations, private donations, and/or other grants) and is awarded in a two-year cycle (with one application, grantee can be awarded for 2 years). The maximum grant award is $20,000 per grantee ($10,000 per year). The deadline for this category is Saturday, July 1, 2023.

-Community Arts Grant — Supports non-profit arts organizations with a history of supporting BIPOC and/or female artists and audiences. Proposed projects should take place in West Hollywood in 2024. Proposed presentations can include celebrating heritage months, presenting social justice centered art, and/or an educational and participatory program (workshop) which engages BIPOC and/or female artists and audiences. The maximum grant award for this category is $6,000. The deadline for this category is Saturday, July 1, 2023.

-Organizational Development Grant — Supports both the organization’s mission to provide arts programming and the organization’s capacity by directly supporting technical assistance to improve its ability to fundraise, develop audiences, and build its administrative infrastructure. This grant category is not a match grant and, with one application, an organization can be funded for three years. Applicant organizations should be prepared to utilize a Technical Assistant (or arts consultant) to provide sustainable resources to the organization. The maximum grant is $5,000 per grantee per year ($5,000 for each of the first two years dedicated to technical assistance; the final year for the grantee presentation). This award includes enrollment in the West Hollywood Artists Bootcamp, a highly sought after professional development series about the business of art. The deadline for this category is Saturday, July 1, 2023.

-Transgender Arts Initiative Grant — Supports and enhances the presentation of artworks in West Hollywood by transgender artists and non-profit organizations with a history of supporting transgender artists. Proposed projects should take place in West Hollywood in 2024. Proposed presentations should include art presentations which engage trans artists and audiences. The maximum grant award is $6,500 for both artists and non-profit arts organizations. The deadline for this category is Saturday, July 1, 2023.

-WeHo Artist Grant — Supports the long-term development of an artist’s ideas by providing funds that increase the capacity for artists to realize work, advance the conditions of creation, and navigate the complexities of both making art and making a career. Eligible artists must reside in the City of West Hollywood. The grant award is $6,000 per year for three artists. This category will open on July 1, 2023, and the deadline for applications will be Friday, September 1, 2023. WeHo Artist applications are reviewed by the Performing Arts and Cultural Affairs Subcommittee.

The city of Santa Monica indicated in a press release from April 27 that the BBB is one of 28 transit agencies in the state to be awarded grant funding through CalSTA’s Transit and Intercity Rail Capital Program (TIRCP). It is part of a multiyear investment to improve the state’s transit system to support transportation equity, improve service and mobility options, and reduce overdependence on driving.

Funding will help BBB complete Phases 2 through 4 of its Fleet Electrification Master Plan, which outlines the agency’s fleet transition from renewable natural gas to zero-emission by 2030. It will support electric utility and charging equipment upgrades at BBB’s depot, including construction of a large canopy with overhead reel charging dispensers. The grant will allow BBB to create green jobs, provide over 1,100 hours of advanced, high-voltage safety training for its staff in partnership with the California Transit Training Consortium, and improve transportation outcomes for marginalized communities impacted by climate change.

The Big Blue Bus will use TIRCP funds to enhance the customer experience, by purchasing and deploying 5 BEBs on Route 3 and Rapid 3, as part of a comprehensive plan to reimagine service along the Lincoln Boulevard corridor, between Downtown Santa Monica and Los Angeles International Airport (LAX). Route 3 and Rapid 3 will be rerouted to connect to both the Metro Rail K Line and the LAX People Mover, when the new LAX/Metro Transit Center is completed in 2024.

An additional mile of bus lanes will be implemented on Lincoln Boulevard in Venice during peak hours, and BBB will add 11,500 service hours annually on Route 3 and Rapid 3, to increase frequency to every 10 minutes during the day.

“This is a landmark moment for Big Blue Bus and the City of Santa Monica in our collective efforts to realize carbon emission reduction goals; provide frequent, sustainable, and equitable transit service to low-income and disadvantaged communities; and strengthen the region’s transportation network,” said Ed King, Director of Santa Monica’s Department of Transportation. “The funds will be used to make substantial investments in climate and workforce resilience, as well as capital improvement projects that increase ridership and improve the customer experience on our system.”

As part of Phase 1 of the Fleet Electrification Master Plan, BBB installed 20 standalone chargers at its depot and purchased 19 BEBs. In February 2023, the Santa Monica City Council approved BBB’s request to purchase 15 additional BEBs. Funds received from CalSTA’s TIRCP will elevate the agency’s number of zero-emission buses to 39, and support the construction of infrastructure capable of charging up to 104 buses at its depot.

TIRCP provides grants from the Greenhouse Gas Reduction Fund, to fund transformative capital improvements that modernize California’s transportation systems and significantly reduce greenhouse gas emissions, vehicle miles traveled, and congestion.

“Practicing medicine without a license is not only a criminal activity in California, it can cause irreparable harm to the health of unsuspecting people, some with serious illnesses, who believe they are under the care of a licensed physician,” District Attorney George Gascón.

Stephan Gevorkian, 44, of Studio City is facing five felony counts of practicing medicine without a certification in case BA514156. His preliminary hearing setting was scheduled for May 24 in Department 36 of Foltz Criminal Justice Center. The case was filed for warrant on April 19 and he was arraigned in court on April 21.

On November 17, 2022, an undercover investigator received consulting from Gevorkian, who owns and operates Pathways Medical in North Hollywood. The business conducts blood tests on patients, advises them on treatments and offers treatment for serious conditions including cancer and viral infections. During the consultation, Gevorkian allegedly failed to accurately address abnormal levels of a hormone that could indicate a serious medical condition. He is accused of practicing medicine without a license on thousands of individuals for several years. The Pathways Medical website currently notes it is “under construction” and notes “This page is undergoing maintenance and will be back soon.”

The case is being investigated by the California Department of Consumer Affairs, Division of Investigation and prosecuted by the District Attorney’s Consumer Protection Division.

At approximately 7:43 p.m., the SMPD received a 911 call of an assault at the California Pizza Kitchen located at 210 Wilshire Boulevard. Patrol officers assigned to the Department’s Downtown Services Unit were on scene within two minutes.

In the outdoor seating area at the restaurant, officers found a table on its side and broken dishes and food on the floor. The victim of the attack was bleeding after suffering cuts on his hand. When authorities arrived, the suspect had already fled the scene.

The victim and several witnesses told officers that just a few minutes before, a male suspect, who was not known to the victim, without provocation approached the victim and his dining partner while they sat at their table, picked up two chairs, and slammed them on the table.

During the incident, the victim fell to the ground and cut his hand on broken dishware on the floor. The victim was taken to the hospital for treatment for the lacerations.

The suspect is described as White male, standing 5 foot and 8 inches tall and weighing 180-200 pounds. His age is unknown. He had a full beard, wearing a green or brown jacket, orange sweater, white undershirt, blue jeans, and blue framed glasses. No further details about the suspect has been disclosed to the public.

The LAPD reported that officers were aware that cross-body backpacks have become increasingly used to conceal firearms from view and, due to the warm weather, full-faced ski masks were out of the ordinary.

Based on their observations, the officers continued to monitor the suspects and drove in their direction. As the officers approached, the suspects quickly entered the Acura, drove away at a high rate of speed while committing numerous traffic violations. Moments later the officers conducted a traffic stop for the observed violations.

Officers determined two of three occupants were on parole for assault with a deadly weapon and for burglary. A search of the vehicle resulted in the recovery of two, loaded, semi-automatic “ghost guns,” two high-capacity magazines, and 78 rounds of live ammunition. All three suspects were arrested and booked for possession of a concealed firearm, possession of a firearm by a convicted felon, and parole violations. The observations of these alert officers very likely prevented the commission of a violent, potentially deadly, crime from occurring and removed two “ghost guns” and 78 rounds of ammunition from the street.

The suspects were identified as, Brix Urulaza, 22, of Tarzana (booking number #6585468), Wilbert Majano Vasquez, 21, of Redlands (booking number #6585463), and Michael Crowe, 23, of Las Vegas, Nevada (booking number # 6585445). All three suspects were booked at Van Nuys jail. Urulaza was booked for 25400 (a) (1) PC-Felon in possession of a firearm, he is being held with no bail. Majano Vasquez was booked for 25400(a)1 PC- Concealed firearm, his bail was set at $35,000.00. Crowe was booked for 3056 PC-Parole hold, he is being held with no bail.

The LAPD reported on February 28, 2023 investigators arrested Matthew Werner, 45, a resident of Las Vegas, on suspicion of a series of violations of rape dating back to 2015.

Werner, a Massachusetts native, targeted women using social media and dating applications using various aliases to avoid detection. He is described as a White male, who stands 6-feet tall and weighs 250 pounds, with blond hair and blue eyes.

Investigators identified five women whom Werner assaulted within the city of Los Angeles, but suspect there are others who have yet to come forward. It is believed Werner has been involved in additional unreported sexual assaults.
