BEVERLY HILLS—On Wednesday, December 3, the city of Beverly Hills will be hosting a Rent Stabilization and Housing Workshop. The event will allow individuals to learn more about Rent Registry and how it can benefit them.

The workshop will take place from 5:30 p.m. to 7 p.m. The workshop will take place in-person at the Beverly Hills City Hall Municipal Gallery located at 455 N. Rexford Dr.

The Rent Stabilization Division administers and enforces the Rent Stabilization Ordinance, which applies to most residential rental properties in Beverly Hills with two or more units.

Maximum Annual Rent Increases

The maximum allowed annual rent increases for rent stabilized tenants is outlined in Beverly Hills Municipal Code Sections 4-5-303 (Chapter 5 tenants) and 4-6-3 (Chapter 6 tenants).

The current maximum allowed annual rent increases are as follows:

* The chapter 5 rent increase allowable percentage will be delayed at this time due the government shutdown. Please check back for further updates.

Only one rent increase for each tenant is permitted for every 12 months. Additionally, a 30-day Notice must be delivered personally to tenants or served by mail as described in California Code of Civil Procedure Section 1013 (see also California Civil Code Section 827).

BEVERLY HILLS—The Beverly Hills Police Department announced on Tuesday, November 25 the promotion of Lieutenant Renato Moreno to the rank of Captain, effective staring Saturday, November 29. In this role, Captain Moreno will lead the Field Services Bureau, overseeing Patrol Operations, Traffic Bureau, Jail Operations, SWAT, and the K9 Unit.

Since May 2025, Captain Moreno has served as Acting Captain of the Field Services Bureau, where he has shown strong leadership, decisiveness, and a strong commitment to officer development and community safety. He has a wealth of knowledge and has held many key roles during his distinguished career, including Patrol Officer, Crime Suppression Officer, School Resource Officer, Field Training Officer, Internal Affairs Supervisor, and recently, Traffic Bureau Commander.

BEVERLY HILLS—The Beverly Hills Hotel us facing a lawsuit that was filed on November 5 in Los Angeles Superior Court by Elizabeth Jane Birr, who was the hotel’s first female banquet manager.

In her lawsuit, Birr claims that the management of the Beverly Hills Hotel did not take proper action after she claimed that a male supervisor, the director of banquets, not only created a hostile work environment for her, but also created a toxic work environment in which she endured both sexual harassment and gender discrimination.

The Beverly Hills Hotel hired Birr in May 2022. In December 2022, she was promoted to banquet manager and oversaw high-profile events. The harassment included her abilities as a female manager being mocked, having her authority undermined, and being berated by the banquet director. In addition, she claims that she was forced to endure listening to the director of banquets make homophobic and racist remarks, as well as making crude jokes.

She claims that the pay her male coworkers received increased three times, while she received no raise, and that she was mocked when she complained to the director about her pay wage.

In May 2024, she submitted a complaint to the hotel’s management about the harassment, including unequal pay and an investigation was initiated. Birr found that management excluded her from overseeing major events and assigned her demeaning tasks. A month later, she was forced to go on medical leave because of high blood pressure and panic attacks. In her lawsuit, she claims that while she was on leave, hotel management continued to mistreat her. Birr is seeking both punitive and compensatory damages from the Beverly Hills Hotel.

BEVERLY HILLS—The Los Angeles County Metropolitan Transportation Authority is currently working to extend the D Line of the subway. Some closures will be on Wilshire Boulevard due to work on the Wilshire/La Brea, Wilshire/Fairfax, and the Wilshire/La Cienega stations.

Travel between San Vicente and La Cienega Boulevards will remain open with two lanes of traffic open in each direction on Wilshire Boulevard.

On October 2, between 8 a.m. and 6 p.m., the alley between Lasky and Spalding Drives was closed to allow geotechnical instruments that had to be removed.

Work will be done on the curb lanes on Wilshire Boulevard and at the Beverly Drive station. Two lanes will remain open between Beverly and Crescent Drives along Wilshire Boulevard. Left turns will be restricted when vehicles travel westbound towards South Cañon Drive.

Traffic Impacts:

-N. Santa Monica Blvd will experience lane closures between Wilshire Blvd. & Moreno Dr.
-One lane in each direction will remain open.
-Bike lanes and sidewalks will be closed, with detours in place for cyclists and pedestrians.

BEVERLY HILLS—On Wednesday, November 19, the city of Beverly Hills posted on its Facebook page that the Beverly Hills Fire Department launched a voluntary membership service called the ‘BH Wellness Network’ for Beverly Hills residents that would decrease the out-of-pocket costs of paramedic and ambulance services.

Under most health insurance plans, ambulance services are not fully covered and can be expensive. For a yearly fee of $90, the membership would help reduce any uncovered cost for members and their family living in the same residence. The membership would only apply towards emergency medical services provided by the Beverly Hills Fire Department within City limits.

“I am excited to launch this new initiative—one designed to make healthcare more accessible, more affordable, and more compassionate for every Beverly Hills resident,” said Beverly Hills Mayor Sharona Nazarian. “The BH Wellness Network brings our world-class Fire Department directly into the heart of our community by ensuring that when you need emergency care, cost is not a barrier.

With the $90 a year, an entire household can receive paramedic and transport services for a nominal fee. This is about giving our residents peace of mind, strengthening our safety net, and using innovation to support the health and well-being of every family in our city. And this is only the beginning. We will continue to expand this program with additional wellness services over the next year—because a safer, stronger, and more united Beverly Hills includes access to the care people deserve.”

Residents of Beverly Hills who are uninsured can still enroll in the ‘BH Wellness Network’ to help offset the costs of paramedic services. The reduction amount is dependent on each healthcare plan.

Enrollment starts December 1, 2025 and membership benefits begin January 1, 2026.

BEVERLY HILLS—On November 13, Los Angeles Police Department (LAPD) started an hour-long pursuit of a possible silver Ford Fusion near Wilshire Boulevard and Trenton Drive in Beverly Hills. According to reports, the driver and two passengers took the car from their mother without permission, taking police on a chase through West Lake, through multiple cities including Sherman Oaks and traveling onto the 405 Freeway in the San Fernando Valley.

SkyFox obtained video footage of the teens while they were still in Korea Town. Family members driving a white Dodge Durango joined the chase. The teens were traveling the wrong way into heavy traffic and were stopped once they hit a curb at Hesperia and Vanowen Street crashing into the intersection in Reseda.

The driver entered the northbound 405 Freeway in West LA, at times passing traffic on the shoulder of the road and in the emergency vehicle lane. In the San Fernando Valley, the car traveled the wrong way in heavy traffic on Vanowen Street near Sepulveda Boulevard.

A white SUV appeared to follow the Ford after it exited a parking lot. Details about the SUV’s connection to the people in the pursuit car were not immediately available. The Ford jumped a curb and crashed at a Reseda intersection. At least two people ran from the car as the SUV stopped nearby.

Two of the teens jumped out of the car after the crash and attempted to flee on foot. Moments later, all three were in police custody. No further information, or names of the suspects have been released to the public.

BEVERLY HILLS—On Thursday, November 13, officers with the Los Angeles Police Department chased a silver Ford Fusion through Beverly Hills. The two children who drove were alleged to have stolen the vehicle from their mother.

The chase started in Mid-City. It continued into West Los Angeles, and from there onto the northbound 405 Freeway, after which the drivers of the silver Ford Fusion exited the freeway and drove through the San Fernando Valley and then into Reseda.

The chase was joined by a white Dodge Durango. The silver Ford Fusion crashed into a curb near Hesperia Avenue and Vanowen Street, but the chase was not over as the driver and passenger fled the vehicle. Officers with the Los Angeles Police Department caught up with the suspects. 

According to the Los Angeles Police Department, the drivers of the white Dodge Durango belonged to the suspects family. No additional details about the case have been disclosed to the public.

BEVERLY HILLS—On Wednesday, November 12, the Beverly Hills Police Department announced in a news release that they want drivers and families to be aware to buckle up as the Thanksgiving holiday approaches.

Drivers and passengers should Buckle Up. Every Trip. Every Time. Whether taking a long drive across the country or a shorter trip around town to celebrate, wearing a seat belt is the single most effective thing to protect yourself in a crash.

Thanksgiving is one of the busiest travel times of the year. According to the National Highway Traffic Safety Administration, during the Thanksgiving holiday weekend in 2023, 309 people were killed in traffic crashes across the nation, and 44% were not wearing seat belts.

“The Thanksgiving holiday is the start of a special time of year for so many people,” said Beverly Hills Police Chief Mark G. Stainbrook. “No matter how long or short your drive, it’s important that drivers and passengers wear a seat belt. We want everyone to have a safe and happy Thanksgiving. Please make sure everyone in your vehicle is buckled before you ever turn on the car, including children being in the correct car seats, too.”

California law requires all children under 2 years old to ride in a rear-facing car seat, unless the child is 40 or more pounds or is 40 or more inches tall. Once a child reaches these milestones, all children under the age of 8 are still required to be secured in a car seat or booster seat in the back seat. Children 8 and older, or those at least 4 feet 9 inches tall, may be secured by a booster seat, but must be secured by a safety belt at a minimum.

Parents and caregivers are asked to keep children in the proper rear or forward-facing seat as long as possible and use the “Five-Step Test” to determine if their child is big enough to safely use a seat belt without a booster seat.

Funding for the program is provided by a grant from the California Office of Traffic Safety through the National Highway Traffic Safety Administration.

BEVERLY HILLS—On Monday, November 10, the Los Angeles Fire Department battled an electrical fire in Beverly Grove.

The fire was reported at 1:39 p.m. at 8701 Gracie Allen Drive. A large (approximately 1,000 pound) lithium-ion battery (from a motorized cart) was off-gassing on the “Plaza North Interstitial” (between 3rd floor and plaza level).

There is no fire problem at this time. Given the size and weight, firefighters are determining the safest option for getting the battery to the ground and outside for mitigation. There were no reported injuries or impact on the facility operations as a result.

BEVERLY HILLS—On Sunday, November 9, the city of Beverly Hills announced on its Facebook page that it held an evacuation drill in a portion of the Trousdale Estates (Zone BHL301). The meeting point was Will Rogers Park to better prepare the community for a large-scale emergency.

“A huge thank-you to our participating residents and to Mayor Nazarian and City Council, our dedicated Fire, Police, and Just In Case personnel, volunteers, and community partners — your commitment to safety helps keep Beverly Hills ready for any emergency,” the city stated on its Facebook page.

The city of Beverly Hills’ Outdoor Warning System is a network of outdoor emergency warning sirens designed to alert and warn those outdoors of potential or emergent hazards that may threaten life and/or property.

The Outdoor Warning System is comprised of 12 outdoor emergency warning sirens strategically located throughout Beverly Hills. The Outdoor Warning System can broadcast siren tones and spoken life safety instructions over any of the 12 outdoor emergency warning sirens. Activations may be by individual outdoor emergency warning siren, by a zone, or citywide.

The Outdoor Warning System is designed to work in coordination with existing emergency notification systems and processes to add an additional layer of notification redundancy in the event of an impending emergency that may threaten life and/or property. The Outdoor Warning System is intended for outdoor alerts and warning.

The city of Beverly Hills encourages the deaf and hard-of-hearing community to register for the Emergency Alert Program through the city of Beverly Hills in order to receive warning notifications.

BEVERLY HILLS—On October 31, the Beverly Hills Oncology Medical Group announced that its internal network was breached for five days from February 7 to February 11, 2025, and that sensitive data was stolen.

A review of the Beverly Hills Oncology Medical Group started after learning the network was breached. The security review was completed on October 13.

The data breach compromised protected health information and personally identifiable information for both current and former patients treated at the Beverly Hills Oncology Medical Group and its staff. The data includes names, Social Security numbers, driver’s license numbers, and other information from government documents, as well as treatment and medical diagnostic information.

The Beverly Hills Oncology Medical Group started to mail notifications to patients and staff members because of the fear the information could be used to commit medical identity theft or financial fraud or identity theft.

At this time, the Beverly Hills Oncology Medical Group does not know how many individuals have been impacted by the data breach.

The Beverly Hills Oncology Medical Group established a dedicated assistance line at 855-291-2692, available Monday through Friday from 9 a.m. to 9 p.m. EST.

BEVERLY HILLS—On Wednesday, October 29, the Los Angeles County District’s Attorney’s Office announced that David Pearce, 43, was sentenced today to 146 years to life in state prison for seven sexual assaults and the fentanyl-induced murders of Hilda Marcela Cabrales-Arzola and Christy Giles, whose bodies were left outside separate hospitals in November 2021. In addition, he was ordered to register as a lifetime sex offender.

Pearce was sentenced by Los Angeles County Superior Court Judge Eleanor Hunter in Department 109 of the Foltz Criminal Justice Center.

Officials reported that on February 4, a jury found David Brian Pearce guilty in case BA498423 of all charges and allegations: two counts of first-degree murder in the deaths of Christy Giles and Hilda Marcela Cabrales-Arzola; three counts of forcible rape; two counts of sexual penetration by use of force; one count of sodomy by use of force; and one count of rape of an unconscious woman in the sexual assaults of seven different victims.

In February 2025, the jury was unable to reach a unanimous verdict against Pearce’s co-defendant Brant Osborn, 46, for two counts of accessory to murder after the fact. A new trial for Osborn is expected to take place with a scheduled pretrial on November 18 in Department 109 at the Foltz Criminal Courthouse.

On November 13, 2021, at approximately 3 a.m., Pearce and Osborn met victims Giles and Cabrales-Arzola at a warehouse party in East Los Angeles. About two hours later, Giles and Cabrales-Arzola accompanied Pearce and Osborn back to Pearce’s Beverly Hills apartment. While at the apartment, Pearce provided Giles and Cabrales-Arzola gamma-hydroxybutyrate (GHB) and fentanyl, causing Giles and Cabrales-Arzola to fatally overdose.

Within about 35 minutes of arriving at the apartment, Cabrales-Arzola called a rideshare service to leave the location, but neither Cabrales-Arzola nor Giles left the residence until Pearce carried Giles out of the apartment about 11 hours later and carried Cabrales-Arzola out about an hour and a half afterwards.

Pearce dropped the victims off at two different local hospitals. Giles was dead when she was dropped off at the hospital. Cabrales-Arzola was resuscitated and died 11 days later, one day short of her 27th birthday.

Upon further investigation, it was discovered that Pearce committed numerous drug-facilitated sexual assaults against multiple women spanning from 2005 to 2021. All seven victims testified at trial to Pearce’s sexual depravity and violent tendencies.

BEVERLY HILLS/STUDIO CITY—On Tuesday, October 28, the Los Angeles Police Department’s Commercial Crimes Division and North Hollywood Division reported arrests were made in connection to the “Shade Snatcher” Commercial Burglary Investigation targeting high-end optical eyewear and sunglasses stores throughout Los Angeles County and Orange County.

The LAPD reported between February and July 2025, detectives identified a sophisticated burglary crew responsible for a large-scale series of “smash-and-grab” commercial burglaries targeting high-end optical retailers and luxury boutiques across Southern California. Each burglary followed a similar pattern.

The suspects used stolen vehicles, usually older SUVs or pickup trucks, to crash through storefronts and bypass security measures during the early morning hours. Once inside, multiple suspects carrying laundry baskets or storage bins quickly stole designer eyewear, handbags, and other merchandise before fleeing in coordinated convoys of follow-up vehicles. The total losses from these crimes amounted to roughly $2.68 million in stolen property and $499,000 in property damage.

Through investigative follow-up, including a meticulous review of surveillance footage and examination of forensic evidence, investigators linked the same vehicles and suspects to multiple crime scenes. The stolen vehicles used to ram through property doors were often taken from South Los Angeles neighborhoods hours before the burglaries, and several key secondary vehicles were consistently seen trailing or leaving the crime scenes. Video evidence confirmed multiple suspects at or near the burglary locations, further supporting their involvement.

Investigators also worked with several outside agencies, including Manhattan Beach Police Department, Newport Beach Police Department, Pasadena Police Department, Alhambra Police Department, Beverly Hills Police Department, and San Diego Police Department, to share case notes, video footage, vehicle data, and evidence.

The ongoing investigation, officially titled “The Shade Snatchers” led to the identification of at least 10 suspects, including documented gang members and repeat offenders of property crimes. LAPD North Hollywood Burglary Detectives, with assistance from the Metropolitan Division, Commercial Crimes Division, and Gangs and Narcotics Division, carried out surveillance operations and secured multiple search and arrest warrants. This investigation led to the arrest of the primary suspects, including three adults and three juveniles.

The adult suspects have been identified as:
· Phillip T. Harris, 37, of Bellflower
· Orlando D. Neal, 37, of Los Angeles
· Rasheed Reed, 25, of Compton

A total of 26 counts of Burglary and Grand Theft were filed, along with additional firearm-related charges, including possession of an assault pistol, felon in possession of a firearm, and possession of a silencer. Bail amounts for the suspects range from $500,000 to $1,225,000, depending on their level of involvement.

This case remains active and is being prosecuted by the Los Angeles County District Attorney’s Organized Crime Section. Detectives are working to identify additional suspects and other crimes this group may have committed. The case is being submitted to the Los Angeles District Attorney’s Office. Detectives are seeking further information about these burglaries and are asking the public for help. Any additional information can be given to the North Hollywood Burglary Detectives.

BEVERLY HILLS—On Tuesday, October 28, the Beverly Hills Police Department informed Canyon news via email the results of a DUI Checkpoint that was conducted on October 24. On Friday, October 24, a DUI checkpoint was held at North Santa Monica Boulevard and Crescent Drive from 8 p.m. to 2 a.m.

A total of 1,560 vehicles passed through the checkpoint, and 321 were screened. One driver was arrested for driving under the influence, and seven drivers were cited for driving without a driver’s license.

DUI checkpoint locations are determined based on reported incidents of impaired driving-related crashes. The primary purpose of DUI checkpoints is to promote public safety by taking suspected impaired drivers off the roads.

Funding for the checkpoint was provided by a grant from the California Office of Traffic Safety through the National Highway Traffic Safety Administration.

BEVERLY HILLS—On Thursday, October 23, the city of Beverly Hills posted on its Facebook page that its Handy Worker Program is here to help to make one’s home safer and more comfortable, as we approach the holidays.

Eligible tenants in multi-family housing can receive up to $1,000 reimbursed for small home improvements such as:

-Door handle replacements
-Wheelchair ramps

How it works:

-Submit a Pre-Approval Application with documents
-Complete your approved project
-Submit your Completed Work Application
-Get reimbursed!

Individuals should apply soon as funding is limited and spots may fill up before the holidays.

The program meets Housing Element Implementation Programs 9.3 and 11.5, which aim to preserve existing housing stock and assist with aging-in-place.

The program prioritizes seniors (household with a member 62 years or older) that meet the qualifying income restrictions and currently reside in a multi-family property in the City of Beverly Hills. The applicants must be listed on the lease and hold renters’ insurance for the unit if required by their leasing terms. Additionally, the property must be leased for a minimum of one year at the time of application.

Applicants will qualify based on total household income (for all members 18 years or older) maximums for very low-income households per the L.A. County Median Income Guidelines applicable at the time of program application. Applicants can also qualify by showing proof of enrollment in any of the following programs: The Low-Income Home Energy Assistance Program (LIHEAP), California Alternate Rates for Energy (CARE) or Family Electric Rate Assistance (FERA).
